Implementation of the Registered Specialist Trade Contractors Scheme
Imposition of Tender Limits on Subcontracts under Public Works
The Construction Industry Council (CIC) launched the Registered Specialist Trade Contractors Scheme (Scheme) in April 2019. The Scheme aims to build up a pool of trade contractors with specialised skills through more rigorous registration requirements over the five core elements of safety, management, job experience, execution and finance and applies to seven pilot designated trades of concreting, concreting formwork, curtain wall, demolition, erection of concrete precast component, reinforcement bar fixing and scaffolding.
The Scheme receives strong support from the Development Bureau and Housing Department and has been implemented in public works projects, in which the imposition of tender limits on relevant subcontracts undertaken by Group 1 Registered Specialist Trade Contractors (RSTCs) will take effect for projects to be invited for tenders on or after 1 October 2020 or any other date to be announced by the Development Bureau.
