Launched in 2019, the Registered Specialist Trade Contractors Scheme (the Scheme) was an industry-wide driven and recognised registration scheme in Hong Kong for specialist trade contractors established by the Construction Industry Council (CIC). It comprises Registered Specialist Trade Contractors of twenty-one designated trades and Registered Subcontractors of other common trades. The Scheme earmarks a significant milestone in subcontractor registration mechanism in Hong Kong.

Addition of "Truss-out Scaffolding" Designated Trade

From 1 January 2025 onwards, the Registered Specialist Trade Contractors Scheme (RSTCS) caters for registration of companies specialise in the erection and dismantling of truss-out scaffolding ("TOS”) on external walls for repair and fitting-out works.

The Construction Industry Council (CIC) join hands with the Development Bureau, the Labour Department and the Occupational Safety and Health Council to adopt a multi-pronged approach to enhance safety of TOS trade (click here: CIC Press Release), and garnered support from the Employees' Compensation Insurance Residual Scheme Bureau Limited and the Property Management Services Authority (click here: replay of the webinar on Truss-out Bamboo Scaffolding Safety). The engagement of the CIC's TOS registered specialist trade contractors is now mandatory for all public works projects (including term contracts for maintenance works) from 1 January 2025 and is promoting for adoption in maintenance and repair works for major public and private sector properties.

Being registered as the CIC's TOS registered specialist trade contractors, not only enhancing with company professional image but also enjoying the exclusive worker’s insurance premium discounts under the Employees' Compensation Insurance Residual Scheme for significantly reducing their insurance cost and complying with the law.
